Gem is not built if gemspec is in initial push

If I create a new repo, mark it as a RubyGem, and then do the initial push, and that push contains a gemspec, then the rubygem is not built. I have to do a second push with a change to the gemspec to get it to build.

    This is involved with a larger issue that we don't kick off the post-receive hook on initial pushes. I'm gonna put this on hold until we come up with a solution for this.
