Include "cc:" list in emailed Pull Requests

Can Pull Request emails include the list of ppl that were also sent the Pull Request?
Ulimately it would be nice for multi-target Pull Requests to become shared conversations so if A sends X + Y + Z the same pull request; X gets it and disagrees with the commit; then his response can go to A + Y + Z.
But at the moment, it would be good just to know who else got the Pull Request.
